The Renewable Purchase Obligation scheme is still struggling to take off
Among the main issues are:
8"Energy or capacity” terms
8Uniform or state specific RPO
8Flexibility in meeting RPO targets between solar and Non-Solar RPO such as hydro or other RE sources
8A debate is raging
Find out what is going on Details
The government has reiterated its commitment to achieve the target of 175 GW installed capacity for Renewable generation by 2022.
8And the claim is that by 2030, 40 % of the country’s generation would be from renewable sources.
8Clearly, all this seasonal power will need balancing through peaking load units
8Gas-based power can play a big role here
8But the government does not seem very keen

The Modi government plans to work in yet another way to reduce T&D losses to under 15%
8An amendment is in the offing in the tariff policy wherein, losses beyond 15% will not be compendated through a tariff increase.
8The shoe will be on the other foot then
8Does it amount to arbitrary highhandedness when some of these losses are beyond the control of the discoms?

What is the government's roadmap for cutting down T&D losses. Here are a few pointers:
8Doing away with the human interface totally in metering, billing and collection and creating systems for payment for electricity bills through electronic mode.
8100% metering of the energy supplied (prepaid metering for small consumers) and smart metering for large consumers to enable remote monitoring and auditing of consumers
8Adoption of Franchise models
8Setting up of special police stations to control electricity theft and setting up of special courts for speedy redressal of theft cases.

Mini hydel power plants are subject to the vagaries of nature as well as the idiosyncrasies embedded in a payment cycle for the power sector
8Not being covered under a deemed generation clause in case of adversities such as shortage of water or low generation due to silting can be a big risk factor
8Further, given the fixed tariffs, the revenues of the company remain dependent on PLF levels.
8Variation in the water availability directly impacts revenues.
8But despite the disadvantages, the going can be good.
8Here is a case history of what should be avoided when building a mini hydel power plant in India

How badly is Tata Power impacted by its need to provide financial support  to the Mundra UMPP beyond its equity commitment on account of under-recovery in fuel costs?
8The support is sizeable at current coal prices
8The gap is partly met by the cash flows available to Tata Power from its 30% stake in the Indonesian mining assets.
8Mundra also remains exposed to the risk of shortfall in recovery of fixed costs given the large portion of foreign currency debt which has been impacted by the sharp depreciation of Indian Rupee from bid  assumption levels/ The company, however, currently hedges its forex obligations for a five-year period to mitigate any further forex risks.
8The ratings also factor in the delays in the receipt of proceeds pertaining to the sale of stake in one of the Indonesian mining companies - PT Arutmin.
8The refinancing requirements of Tata Power remain high over the medium term, given the sizeable debt obligations on standalone basis and of its Coal SPVs (entirely backed by a corporate guarantee from Tata Power).

Solar tariff rates are falling rapidly as a consequence of technological innovation, economies of scale and extremely competitiveness.
8In this context, the website carries here is a series of documents to show how these enabling conditions will not be available in India subsequent to anti-dumping duties on solar panels. These duties are an attempt to boost domestic industrial output.
8The advances in technology and scale garnered by Chinese companies are unlikely to be replicated by the Indian industry even if it is handed over a captive solar market.
8The cost and benefits of giving a leg-up to the domestic industry have not been balanced with the economy-wide consequences of not allowing solar tariff rates to fall as will be the case elsewhere in the world have not been fully worked out.

Using India's coal fired power plants to feed Bangladesh's power needs is a two-way sword.
8In this context, it is imperative to understand the consequence of increasing trade using thermal power
The following questions needs to be answered:

Transmission companies have it easy when it comes to eliciting payments for their services than their generation counterparts. For some the going is really easy for the following reasons:
8Future revenue in the form of pre-decided monthly transmission charges irrespective of the power transmitted subject to normative system availability
8No requirement of periodic tariff approval from regulator
8Point of Connection (PoC) mechanism for billing
8Collection and disbursement operated by Power Grid Corporation of India Limited
8Diversified counterparty risk spread across all inter-state transmission system (ISTS) licensees along with the possibility of the creation of a debt service reserve account.

The website carries here a case study shows that the payback period of concentrating solar power (CSP)  is relatively longer
8This is due to high initial investments

8The effects of operation and maintenance costs and interest rate on the cost-benefit of CSP systems are relatively smaller, but cannot be ignored.

A high level government committee has come up with the following recommendations for the coal sector
8Non-power sector specific auctions for coal should be held with increasing frequency. And more non-regulated sectors should be brought under the linkage auction policy
8State and central governments must take adequate steps to ensure regulatory clearances once captive coal blocks are allocated so as to be able to ensure that the blocks come online as soon as possible
8Wants suppliers and regulatory bodies to ensure strict adherence to new coal stock guidelines issued by the CEA.
8Transportation cost should be an important input in the Shakti coal linkage policy

The talk about the early demise of the thermal power sector should not be taken too seriously.
8Latest January 2018 projections from a renowned global research agency show no change in the overall contribution of the thermal power in India's electricity kitty until the year 2040
8Unlike in other countries, the newest projections show coal generation making up a massive 73% of the total power generated in 2040 in India, down only 1% from now.
8The share of gas-based power generation will shrink from 5% currently to a mere 3%
8Despite all the hype, the share of renewables will be up only 8% to 14% in India's total power generation by 2040
8These projections are backed with a huge amount of data and all power policy planners must look at the data carefully for a longer term perspective.
Click on Reports for more Details
If gas based power generation companies are looking for a roll back in gas prices because of an upcoming LNG supply overhang, they are likely to be disappointed
8The latest projections do not see any dip in Asian import prices at all despite the supply overhang
8Prices are slated to be around $7/mmbtu until 2020.
8After 2020, the projection is that import prices will rise to above $8/mmbtu, and steadily going up right up to 2040
8These are detailed projections under-pinned with a lot of data.

The thermal coal sector may be in a bit of a mess but do not expect coal prices to go down as a result
8Latest projections show prices pushing up in the next two years, peaking in 2020
8Subsequently too, prices are not going to come down but would remain steady with a slightly upward trend, going up to 2020
8Prices will stay up even as coal use is phased out in developed countries
8The point to note is that the share of coal in the global energy matrix will fall from 27% now to 20% by 2040. That is not a big fall by any yardstick given the dire projections about the demise of coal in recent times.
8The coal production growth CAGR globally up to 2040 is only -0.1%.
8So the fall is not sharp enough to reflect in lower coal prices.
8Temporarily until 2020, the prices will be on an upward trend

Unlike other conglomerates, the GMR group seems to have astutely avoided a debt trap as far as its energy vertical goes.
8By undertaking SDR for two power projects (Chhattisgarh & Rajahmundry), selling transmission assets (Maru & Aravalli) and inducting Tenaga as a strategic partner in GMR Energy with a 30% stake, GMR is now left with those assets which are on the verge of turnaround due to tariff increase and backed by long term PPAs & confirmed linkages (Warora &  Kamalanga) or those plants which are debt free (Vemagiri & Kakinada).
8As a result, energy vertical’s debt has come down
8Expect more action on the asset disinvestment front, as GMR begins to consolidate itself as an airport-centric company
