The electrical package including major electrical works like setting up of a substation, transmission lines, switchyard, control equipment etc is currently under the bidding process. Pre-construction activities are ongoing at the site. The owner will come out with an infra package comprising construction of office buildings and township soon.

 A report is out in the Times of India that the government is thinking of splitting up GAIL. This website argues here that this is as good a time as any for the government to rethink its policy of opposing PNGRB's long standing suggestion to split up GAIL's transmission and marketing functions.
8There is a clear conflict of interest here, as GAIL's network is the backbone of India's gas transmission infrastructure and yet the same company uses up to 80% of this capacity.
8There are many examples of how GAIL pressurizes its customers into one sided gas sales agreements. 
8A recent complaint filed with the PNGRB speaks of shocking highhandedness by the public sector gas major with its customers.
8Then again, other gas suppliers speak of how GAIL creates all kinds of entry barriers, including direct and indirect sops, to retain existing customers when a competitor reaches out to them. The informal waiving of Take or Pay conditions for customers when another supplier comes knocking is a way to keep a customer away from a competitor who cannot afford to waive that clause.
8"Most of GAIL's marketing policies are monopolistic in nature and violate competitive principles but such is the terror unleashed by this monopoly supplier of gas on consumers that most choose to stay quiet than to speak out," a big gas buyer told this website.
8The views of the Modi government on breaking up GAIL into its transmission and marketing arms are not known but the signals are that it supports the status quo. 
8GAIL recently got an infusion of government funds to build the trunk Jagdishpur-Haldia pipeline. This is an argument often used by GAIL to silence its critics: that it builds pipeline infrastructure in places where others will not go even though the counter argument could well be that any pipeline company will build such a pipeline if viability gap funding is granted .
8GAIL is a corporate entity driven by profit as much as its competitors are. It will never lay a pipeline that does not provide for a positive NPV. 
8The sooner GAIL's monopoly is broken up, the better it is going to be for India as the free play will allow more sophisticated global and local players to enter the gas supply business to be benefit of buyers.

 GAIL uses its monopoly powers to exploit its customers.
8The source of this power emanates from the fact that it is both a monopoly pipeline owner as well as a marketer of gas.
8The allegations, however, have never been entirely proved but a comprehensive investigation by the Competition Commission will soon nail the truth once and for all.
8GAIL's claim has always been that back to back obligations force an onward imposition of Take or Pay (ToP) conditionalities on customers and its conduct has never been one where it abuses its monopoly supplier status.
The Commission is now going to dig up all the relevant information needed to either prove or disprove GAIL's claim, by looking into:
8The different sources of gas procurement by GAIL and the nature of arrangements with each supplier including price and ToP liability under each such arrangement
8Whether the gas supplied to the customers is supplied from a commingled stream, in which case, what is the basis for price determination/ revision from time to time
8Whether ToP liabilities are always imposed on GAIL by its upstream suppliers which are then passed on to customers
8Whether GAIL suffers losses, as it claims it does, on account of non off-take or under-drawl of gas by its contracted customers 
8What were the total ToP liabilities levied by the GAIL on all its customers located across India in recent years
8Whether GAIL has indeed adopted any discriminatory practice in the imposition of ToP liability across its customer base
8Whether GAIL imposed full ToP liability only in cases where the concerned buyer contested the legality of the ToP claim or resorted to litigation or arbitration proceedings

 The ham-handed manner in which GAIL has tackled opposition to the construction of its pipeline network out of the Kochi LNG terminal can become a business case study of how not to bungle up a pipeline project.
8The initial reaction of GAIL to farmers opposed to the laying of the pipeline through their lands was to handle it as an operational or even a law and order problem
8When that did not work, it took to legal recourse

If it is the second reason, then there is cause for concern for the gas industry as a whole. A third reason could well be that no one in GAIL thought that there would ever be a need for such an exercise to appease stakeholder interests.

GAIL has proudly claimed that it has fully tied up its US offtake contracts but that is a lot of filibustering in such as claim that the maverick GAIL management is now well known for.
8The point to note is that GAIL is tied up with long term gas off take contract while these tie-ups are extremely short term in nature.

8A hit of USD1/mmBtu on the whole quantity -- which is entirely a possibility -- could wipe out  as much as 22% of its EBITDA.

 The website carries here a detailed investigation of the two emerging trends in the LNG market that GAIL has not been able to take advantage of, as a consequence of which it has been forced to look at bringing the bulk of the US LNG commitments to India, the only market is is familiar with.
8One is the point to point asset specific sale of LNG, which GAIL is familiar with, and the other is an integrated production, supply, trading and marketing (ISTM) sales strategy that GAIL has not been able to come to grips with.
8The ISTM approach allows for both spatial (optimization between different locations) as well as temporal (optimization between different time frames) flexibilities.
8The latest data carried here by this website will show that all the big names with equity LNG are already heavily into the portfolio business as part of their ISTM strategies, with portfolio deals stretching well into the future.
8GAIL, an equity holder for 5.8 MMTPA of LNG out of the US, seems to have missed the portfolio bus almost entirely.
8Except for placing a small quantity of LNG on a long term basis, the Indian gas major has not been able to push its way through in this highly sophisticated and competitive market.
8GAIL's approach so far has been one dimensional and ham handed: that it will somehow be able to garner sellers in Europe or somehow bring the LNG to India, either directly or via the swap mechanism.
8But GAIL seems to have been both out gunned and out maneuvered. 
8GAIL has been reactive when it should have been proactive. All it really does is to float an international tender to swap or sell its LNG commitments, much the same way as it does when ordering for a spot cargo India, and then wait for someone to respond.
8But as the Indian gas major waits for a response, more agile players would have already tied up the business.
8It is too late for GAIL to learn the tricks of the trade, as it requires a sophistication of approach and specialized manpower that the company lacks.
8The company has no option but to offload its US commitments into India at a huge discount.
8A hit of USD1/mmBtu if not more -- which all but inevitable as of now -- could wipe out as much as 22% of GAIL's EBIDTA.
8Everyone is now waiting to figure out what is going to be the exact level of discount -- as that will depend on the prevailing ex-ship LNG price in India -- and by how much will GAIL's profitability be eroded by the discount.

 GAIL's controversial single tariff mechanism is being seen by the gas major as a way to retain its grip on the pipeline infrastructure in the country.
8It is an attempt to elicit a single window opportunity to elicit a 12% post-tax return on its pipeline investments.
8The gas major claims that its return on investment so far has been far below the normative rate of return needed for pipeline investments
8GAIL has shared a lot of relevant data on return on investment on its major pipelines as well as capacity utilization data along with last three year data on contract quantity and actual volume drawn in its cross-country pipelines to buttress its claim for a single tariff across all pipelines
8"This is just GAIL's way to retain its monopoly over the network, and prevent any action to split up the company into its transmission and trading arms. By claiming a single tariff, it intends to bring in a certain respectability to its transmission monopoly, as also prevent competitors to provide better and more efficient transmission related services. It is trying to kill many birds with one stone," a bulk buyer of gas from GAIL told this website on condition of anonymity.

 The GAIL pipeline blast killed 22 people on June 27, 2014. Twenty two people died and 40 were injured.

8What were the consequences: 22 innocent people were burnt to death in their sleep and many more were injured. 
8What action action was taken against the management of GAIL: Nothing at all!
8Did anyone go to jail for loss of lives on account of willful neglect?: No!
8Was there a criminal charge on any GAIL official for loss of lives? No!
8Was anyone punished or sacked: No!
8This incident and its aftermath is a telling commentary on how the oil and gas industry functions in India. 
8And the Modi government needs to fix this anomaly with utmost urgency.

8Project Description: A Fertilizer company is planning to set up a greenfield coal-based ammonia-urea fertilizer complex with a capacity 2200 MTPD of ammonia, 3850 MTPD of Urea and 70 MW of Captive Power Plant at Chandrapur in Maharashtra. Project Consultant is Flour Daniel. EIA has not been submitted as yet. Site selection has done and an application has been submitted to the state government for allocation of land. The inter-unit transfer of coal to "more efficient units" in light of shortage in supply has come in for some flak from a few select state utilities.
8One utility has claimed that while coal might be transferred to more efficient plants, they may turn out to be "costlier" plants and may not be acceptable to other states. It was argued that cost was the most important criteria to be factored and not just efficiency.
8Yet others felt that even in the same region, coal allocations were being filtered with adequate explanation.
8There was a demand that diversion of coal should be through a consultative approach in a coordinated manner in which cost of transportation should also get factored.
8There was also a demand for clarity in the guidelines for diversion of coal from one station to another, especially when beneficiaries are different.

Solar generators in some states are complaining of being levied twice the rate of contractor MD charges for access demand drawal from the grid.
8The cost is high enough for these generators to force a switching of supply at their end, and they are meeting their auxiliary loads at night time from their inverters.
8Wind plants for example are paying for reactive power surcharge at the rate of 25 paise per unit up to 10% of total injection while they are penalised at the rate 50 paise per unit if drawal from grid is more than 10% of total injection to the grid.
