The two rounded annexure values total Rs 93.55 crore against the NIT's Rs 93.552027 crore. Annexure B says the bidder or a consortium member should qualify both the works and supply conditions, while later provisions require only one member to meet the works QR — leaving unstated whether credentials can be split between two partners. Holding-company support runs five years from the last month of bidding or to the end of the defect-liability period.

8BHEL's Jharsuguda ash-handling EPC excludes civil and structural works, then makes the contractor responsible for them anyway TCC clause 3.14 keeps any additional item required for package completeness — mechanical, electrical, C&I, civil and structural — inside bidder scope unless specifically excluded. NIT clause 35.0 issues one LOA and then splits billing into supply, installation and five-year O&M, reserves BHEL's right to redistribute that split later, and makes a breach under one order a breach under the others. O&M starts at 5% of contract price and escalates 3% a year, aggregating roughly 26.5% over five years. Auxiliary power is capped at 3,173 kW with LD of Rs 14 lakh per additional kW. Bid issue to submission: eleven days.

8DVC's Rs 90.20 crore Chandrapura diversion names three different conductors for one package The high-level scope cites AAAC Panther 37/3.15 mm and AAAC Dog 19/2.89 mm; the detailed supply section calls for AAAC Zebra 61/3.31 mm plus underground cable, and the tender text does not map either set to a particular line. Corrigendum-I moved download, submission and opening each by seven days and states all other terms remain unaltered. Bid validity is 180 days while bid security must run 225. Price variation under SCC clause 8 stops rising past scheduled dates unless preserved in an extension letter; downward movement still accrues to the owner.

8OPGC's Rs 21.83 lakh protection audit carries two turnover thresholds, two experience windows and a handwritten voltage GeM shows minimum average annual turnover of Rs 7 lakh; the committee-approved QR clause 2.2.1 sets Rs 6.55 lakh. GeM states five years of past experience while QR clause 2.1.1 admits similar works completed in the preceding seven. The 40%/50%/80% ladder should read Rs 8.732, 10.915 and 17.464 lakh; the QR prints Rs 8.73, 10.90 and 17.50 lakh — 40.0%, 49.9% and 80.2%. The QR scan carries a handwritten "220KV" beside the printed 400 kV similar-work description. Payment is set at 30 days, expressly superseding the 10 days in GeM GTC clause 12.

8OPTCL's Rs 147.97 crore Balasore cable tender can't agree with itself on how many stages it has The IFB describes a "single stage two part system"; the portal field reads "Stage: Two Stages". Document availability differs the same way — the notice runs 06.06.2026 to 06.07.2026, the portal 11-06-2026 to 08-07-2026, with closing at 14:00 and techno-commercial opening at 15:00 on 8 July. The notice rounds the estimate to Rs 147.97 crore while the portal records Rs 1,47,97,02,728 and fixes EMD at Rs 1,47,97,027. No corrigendum in the package reconciles either. Cost-opening date is to be defined later.

8NTPC's Ramagundam transformer tender gives three different answers on price escalation The technical specification applies IEEMA escalation to the transformer price alone and keeps freight, insurance, spares, tests and erection firm; BDS marks price-adjustment data "Not Applicable"; Appendix-2 sets out a wider adjustment framework across equipment, erection, structural and civil components without a ceiling. The contract runs 30 months. BDS clause 13 confines installation pricing to 10–15% of the supply portion and retains amounts quoted outside that band without interest rather than rejecting the bid. BDS clause 31 carves 5% of the service portion out against quarterly safety certification. The NIT calls it single-stage two-envelope; the portal operates three covers.

8JPDCL's Rs 538.15 lakh "DPR" is a 33 kV line build, and its extension left bid opening six days before bid closing The SBD reduces scope to "As per BOQ", and the BOQ carries 420 11-metre poles, 40 13-metre poles, 42,000 kg of channel iron, 72 km of ACSR, 920 stay sets and 15 lattice-structure jobs. Extension Notice-1 moved the last date for bidding from 10 August to 17 August "due to low response" but left technical opening at 11 August and hard-copy EMD submission at 10 August. The performance-security clause is numbered 2 yet directs bidders to "clause 3.2", and the unbalanced-bid provision refers back to "clause 3.1". Clause 20.2 places jurisdiction by reference to Ramban in a Udhampur-Chenani package.

8HPSEBL's Rs 3.72 crore distribution-reform consultancy is gated on transmission turnover, then run through both QCBS and a reverse auction Eligibility requires Rs 70 crore average annual turnover in power-transmission consultancy at 66 kV and above for an assignment framed under a distribution-sector scheme; joint ventures are barred. ITC 25.1 sets 70:30 QCBS while the NIT adds an e-reverse auction with a 0.5% decrement, and no provision states how the auction price enters the financial score. The NIT and portal require Rs 7.44 lakh EMD; the RFP requires a bid-securing declaration in lieu of it. Validity is 180 days on the portal and 120 in Data Sheet ITC 12.1; one ITC provision bars subcontracting while ITC 12.8 permits it. Three corrigenda, 31 days, no substantive change.

8MPPMCL's 625 MW storage tender still shows its opening event six days before the bids come in The header applies 10 August for receipt of bids while the NIT table retains 4 August as the tender opening event and 30 July for document procurement. Corrigendum-1 issued 24 July and the record separately notes "Addendum #2 Issued", neither reproduced at NIT level. Bid security is Rs 2.20 lakh/MW rather than a flat sum, alongside a Rs 15 lakh processing fee plus GST and a Rs 30,000 ETS charge. Chemistry, cycle life, degradation, augmentation, availability and PBG terms sit outside the notice.

8NSPCL's Durgapur mill tender cut mandatory spare pump assemblies from 24 to three, then put them back to 24 Amendment no. 2 made the reduction; Amendment no. 4 restored the original figure, stating "As per the Original BOQ". The same amendment chain rewrote completion LD from a flat Rs 6,89,750 per day to 0.5% per week on the contract price attributable to uncommissioned mills, capped at 5%; deleted unburnt-carbon loss as a sizing criterion; disallowed YGP correction of wear life; and cut the wear-life demonstration population from three pulverisers to two. The shutdown-extension LD provision still reads "INR xxxxxx". Eleven closing-date revisions moved the deadline 102 days from 8 May to 18 August.

8NTPC's Rihand generator-transformer tender marks price adjustment applicable and the price-adjustment appendix "NOT APPLICABLE" BDS identifies Attachment 8P as applicable; Appendix-2 is headed "PRICE ADJUSTMENT (NOT APPLICABLE)" and then sets out uncapped escalation formulas for equipment, erection and other components. BDS item 13.0 states "Civil work Price Component: Not Applicable" and immediately requires that component to fall between 70% and 75% of the supply portion, against a BOQ built around supply, erection, freight, spares and tests. Installation pricing outside the 10–15% band draws interest-free retention. Contract period 36 months; LD 0.5% weekly capped at 5%.

8DVVNL's Rs 79.32 crore AB cable tender shows 5% performance security on the portal and 10% in the terms that override it GeM prescribes a 5% ePBG for 48 months; the ATC declares itself overriding and sets a 10% contract performance guarantee, with clause 36 rendering it as "Ten Percent (10%) plus GST@18% of the total Contract price". Guarantee duration is written three ways — 90 days after contract completion, 180 days after warranty expiry, and again 90 days beyond successful warranty completion. Corrigenda C5 and C6 carry identical substantive terms and differ only in identifier, yet C6 states it supersedes all existing buyer-added conditions. The portal permits splitting among 30 bidders while the ATC requires each bidder to offer at least 25% of quantity; the award went five ways at one rate, Rs 474.10 per metre.

8KSEB's transformer tender has two probable contract amounts, Rs 10.46 crore apart, and L1 and L2 separated by Rs 2.67 lakh The notice and portal record a PAC of Rs 72.16 crore; the 3 August pre-qualification minutes cite Rs 61.70 crore, with no reconciliation. Against the first figure L1 at Rs 84.65 crore is 17.3% high; against the second, 37.2%. L2 stood at Rs 84.68 crore — a 0.03% spread — while L5 came in 31.6% above L1. Clause 18.7.4 had specified a finishing coat as both "dark admiral gray conforming to No. 632" and "No. 541 (Light Brown)" until the corrigendum removed the second. Three of the five qualified bidders were admitted on undertakings to produce compliant type-test reports before supply.

8PSPCL's Faridkot RDSS package records an auction price of Rs 111.60 crore and an award value of Rs 111.71 crore The difference, about Rs 11.17 lakh, is almost exactly the single 0.1% decrement that produced the auction result; the comparative BOQ summary and award-facing record remain at the pre-auction figure. Only two bidders reached financial evaluation and only one entered a revised figure, the other recorded "Not Quoted". L1 finished 24.8% above the Rs 89.46 crore estimate, L2 42.0% above. SCC fixes performance security at 3% while the advance-payment condition refers to 10% of contract price, and the payment clause reads "sixty-five (60) days". Individual BOQ items may move ±50%.

8PFCCL's Fatehgarh-II synchronous condenser tender opened bids 76 days after the date the RFP set Clause 2.7.1 fixed 17 April 2026; the qualification notice records actual opening on 2 July and qualified bidders declared on 10 July. Exactly four bidders qualified against a rule advancing the higher of the top 50% of ranked initial offers or four — so the shortlist and the auction field are the same set. Qualification tests infrastructure capex of Rs 1,140 crore aggregate and Rs 456 crore net worth, not synchronous-condenser operating history, while performance is measured at the PCC with total losses below 2%, 97% availability and 1,200 MVA short-circuit contribution. Assets transfer at zero cost 35 years after COD.

8RECPDCL amended its Rs 55.32 crore-bond ERES-47 bid deadline the day before it fell due, and left COD where it was Amendment-IV, dated 10.08.2026, moved submission from 11 to 18 August, qualified-bidder announcement to 27 August, initial-offer opening to 31 August, the reverse auction to 1 September and SPV transfer from 10 to 21 September — an 11-day shift at the far end. Scheduled COD stays 31.03.2029, so the post-award runway shortens by the same amount. Technical qualification requires Rs 2,766 crore aggregate capex with Rs 553.20 crore per project and Rs 1,106.40 crore net worth. Execution depends on BSPTCL's matching Nawada–Guraru works and space at Jeerat from another entity.

8A 400 kV GIS switching-station RFP has now moved its bid date 48 days without touching a 24-month COD Amendment-III shifts submission from 10 to 24 August, 14 days, against an original RFP date of 7 July; qualification announcement, initial-offer opening and reverse auction all move to 1, 2 and 3 September, and document signing to 21 September. Initial offers and the auction remain one day apart. The bid bond is Rs 12 crore and the performance guarantee Rs 30 crore, with net worth of Rs 250 crore and Rs 600 crore aggregate capex required. LILO conductor, OPGW and earth wire must match existing-line parameters, and bay-extension work may add roads, drainage, trenches and levelling identified only at site inspection. The award settles on the lower BOQ figure. Three of five bidders never reached price opening, falling on unsigned pages, missing OEM authorisations and EHV-licence gaps, leaving a 21.1% spread between the only two survivors. The portal and committee proceedings also cite two different NIT numbers for one tender ID.

8AVVNL's 110 MW rooftop tender now allocates a multi-lot winner's cheapest circle first, not its biggest Corrigendum No. 2 replaces descending lot quantity with ascending quoted price per unit as the allocation sequence — so a bidder that is L1 across several circles can have its highest-priced win displaced once the 20,000-consumer cap is reached. The GeM summary also reads "Arbitration Clause: No" while clause 48 sets out a sole-arbitrator regime with Nagpur jurisdiction. Corrigendum C5 declares itself to supersede all prior buyer-added terms.

8PVVNL's conductor tender qualified one bidder "as trial" while simultaneously coding it rejected The evaluation record shows "Rejected-Technical" alongside the remark "Techno Commercially qualified as trial" for the same participant — a status distinct from the seven bidders marked qualified as regular. What trial standing entitles that bidder to, whether its price bid opens, and how trial converts to regular are nowhere defined. Seven of nine reached the 6 August price opening on regular terms.

8JdVVNL's 110 MW rooftop tender makes MNRE guidelines override its own specification Clarification No. 1 states that where the tender's material specification conflicts with MNRE requirements, MNRE prevails — a compliance baseline that can move during a ten-year O&M term. The same package flips lot allocation from quantity-first to lowest-unit-price-first, swaps meter standard IS 14697 for IS 13779, and holds half the 10% performance security to year five and the balance to year ten.

8JVVNL's 18-lot rooftop tender lets a bidder's own price ladder decide which circles it loses Corrigendum No. 1 allocates successful lots in ascending order of quoted unit price, with a lottery in the Chief Engineer's chamber where price and lot quantity tie. 8UPNEDA's 40,000-light tender can extinguish a quarterly AMC payment if district verification doesn't happen in time The amended Clause 8.18 requires live RMS data to be verified by the district project officer each quarter and uploaded to RESIMS; failure causes that quarter's payment to lapse with no later claim — against a 15% retention released at 3% a year over five years. Five closing-date extensions. A bidder's warning that simultaneous LOX and LIN vaporisation would breach the 10 TPH steam cap drew a request for figures, not a ruling.

The document-availability window also differs: the IFB closes it 6 July, the portal 8 July at 12:00, with tender closing at 14:00 the same day. The package bundles 132 kV underground cable with bay extensions at two live substations.

8JVVNL's 37-substation RDSS tender states nine months for completion in one part and 12 in another Part 1 gives one month for survey plus eight for execution; SCC GCC 8.1 and 8.2 give three months for commencement inside a 12-month total — and the contract hierarchy puts Part 3 above Part 1. The second 30% supply payment is conditioned on commissioning "a minimum one cluster," defined by electrification of rural households, inside a package that procures 33/11 kV substations.
