Wind energy projects continue to remain highly bankable as is evident from good ratings to their debt raising programmes
8A multiple SPV model is best suited for individual wind projects
8But there are challenges too, as both captive and grid buyers default on their offtake obligations
8Then again, operations remain exposed to the regulatory risk arising from proposed implementation of forecasting & scheduling framework for wind power projects across the key wind
 states, once implemented.

The depression in the thermal power industry seems to have not hit Jindal Power Ltd much
8The company's competitive capital cost as well as cost-efficient operations supported by the location of its plant in proximity to various coal blocks has enabled it to compete effectively on tariffs.
8But long and medium-term PPAs are currently more more a liability than an asset for a power company with the advent of other forms of competitive energy supply sources.
8The advantage with JPL is that it has been able to intermittently enter into short-term PPAs.

Coal India’s (CIL) recent performance has been uninspiring: flat offtake, lowest FSA realisations since 3QFY12 despite prices hikes, and weak e-auction premia.
8 But coal offtake should improve hereon, given restocking demand from power plants.
8 Third party sampling for 100% of its dispatches, lower taxation and continued discounts given to landed parity prices should ensure bottoming out of realisations.
8 The switch to GST led to a reduction in taxation from ~12% to 5%. This implies a reduction of ~4p/’000 Kcal (~5.6%), which has been passed on to customers.
8 CIL may hike prices owing to this elbow room provided by lower GST rates. W
8 But across fuel categories, CIL’s coal continues to trade at a considerable discount to alternatives. Both imported coal and petcoke (used mostly by cement companies) continue to be expensive. Chinese coal imports have surged in recent times, driving international coal prices, while strong demand from cement companies has kept petcoke prices high.
8 This will benefit CIL in both off take and pricing, especially in e-Auctions.

Is the enthusiasm over solar energy faltering?
8 It may seem so from the manner in which discoms are now demanding discounts from promoters who have signed PPAs at higher tariffs a few years ago.
8 Many of the discoms are now openly expressing their inability to honour written agreements.
8 In all,  around 7 GW of solar projects tendered or awarded at tariffs of Rs 5-8/unit over fiscal 2015-2017 could be at risk.

Offshore wind energy is being tabled as the new growth sector but it is not without its challenges.

8 A new set of calculations show that that in two sample sites indicate a levelized cost of energy of Rs 10.8 and Rs 9.6/Kwh at Rameswaram and Kanyakumari for an internal rate of return of 14%.

8 These are high by current yardsticks but costs offshore costs are rapidly coming down but will they be down enough for such power to compete domestically.

8 The impact of climate change on wind flows is another imponderable when looked at over the life of investment in wind energy projects

8 For now, while wind energy is now becoming competitive in Europe without subsidy on account of rapidly falling costs, in India viability is a little further off

The falling price of renewable energy has now brought into question the very viability of thermal power plants in India.
8Buti in a superbly argued analysis, Arvind Subramanium, India's Chief Economic Adviser, has claimed that India should not succumb to western pressure, in what he calls "carbon imperialism",  to phase out coal based power plants as there is a huge social and economic cost to doing it.
8What is more while renewable power may eventually substitute conventional power, currently, if all the externalities involved with renewable power are taken into account, and Subramanium has listed out all of them, coal will remain a viable fuel for some more time to come.
8What is more coal is predominantly located in the poor, eastern hinterland of India and the industry sustains the livelihoods of millions of people involved with the industry and this fact too must be factored into the pricing of alternative renewable energy as also the social and economic cost of stranded coal and power assets.
8He has postulated that subsidizing renewables at a time when its social costs are above those of coal seems a double whammy for the government which then also has to pick up the tab for the resulting stranded assets.

The Govt. of India has notified the new emission norms for existing and upcoming thermal power plants, which necessitate the incorporation of emission control equipment in coal based power plants.
8For BHEL, it has opened up an opportunity of retrofitting emission control equipment in the existing plants, besides increasing the scope in the new plants being setup in the country
8The company believes there are significant opportunities will arise in the Renovation & Modernization (R&M) segment too.
8Further, 27% of India’s hydropower plants have completed 35 years, thus necessitating increasing requirement of life extension and performance & efficiency upgrades.
8Company is also enlarging its scope of offer with an inclusion of new products such as Water Management systems, Air Cooled Condensers, BoP systems, emission control equipment like Flue Gas Desulphurization (FGD), Selective Catalytic Reduction (SCR), Selective Non-Catalytic Reduction (SNCR), etc. in its power sector portfolio.
8In hydropower segment, BHEL has enhanced its capabilities to manufacture up to 400 MW hydro sets. Development of efficient runner profiles and reduction of hydro turbine weights have been instrumental in BHEL’s  recent successes in the segment. The company has also emerged as a leading player in large size Pump-Motors required in Lift Irrigation Scheme projects being implemented by state governments.
8BHEL is also targeting emerging opportunities for R&M and spares business in hydropower plants.

The weakening of indicators of industrial activity point to a near term softening, while increasing power generation capacity, lack of long term PPA and poor financial health of discoms are structurally straining the power sector.
8However, good monsoon should help in boosting consumer demand and consequently, GDP growth and power demand.
8Meanwhile, Thermal coal prices inching up again, according to latest reports.
8The conclusion is that while industrial growth has been slackening, government spend on infrastructure and other development projects should lead to a gradual pick up in the investment cycle and energy demand in the coming quarters.

Power grids operators around the world have been experiencing challenges in operating the grid with increasing penetration of Variable Generation (VG) sources like Solar PV and Wind.
8Variability in one form of generation must always be compensated with other forms of generation at all times to ensure grid stability.
8Diurnal variability has now been introduced into the Indian power grid and the consequent increase in ramping requirements due to the 175GW by 2022 renewable energy target enunciated by the Government of India.
8An interesting analysis looks at ramping requirements over 3 potential renewable energy penetration levels on the grid by the year 2027.
8Nine separate solution alternatives are created using Coal, Natural Gas and Renewable & Emerging technologies as solution options to meet the identified ramping needs.
8Energy-mix and carbon prices are calculated for each of the solution scenarios and compared with the baseline scenario computed from the Intended Nationally determined Contribution (INDC) adopted by India in COP22.
8The conclusion is that the most energy cost and carbon price efficient paths for India to integrate ambitious RE capacity into India’s power grid would be to convert and operate existing coal plants as peak plants instead of as base load plants.
