Discoms seem to faces of range of issues when it comes to hydel power stations
8Some see a big difference between declared capacity (DC) & Plant Availability Factor for the month (PAFM)
8There is then a mismatch of energy scheduled as per Regional Energy Account and Average DC
8A discom has established the discrepancy on the basis of declared capacity of a set of hydro plants for (i)th day of the month on the basis of capacity declared by them for continuous  three hour period and PAFM was computed considering this DC for the month of April to May, 2018
8The discom then opined that declared capacity should not be taken as average. It was suggested that since the word “atleast” is mentioned while defining declared capacity in CERC Tariff Regulations, the minimum MW during peak hours should be taken as declared capacity.
8The debate is still on over how to handle this issue

What are the real challenges a discom faces?
8Allowed deviation limit is too small, a mere 2-3%
8Balancing demand and supply is always a challenge in the midst of sudden MTL scheduling, tripping of generating units, low accuracy of  weather forecasts

8Non-Provision of Intra State Ancillary Services

There is a lot of hand-wringing over the coming on stream of a 1000 MW nuclear power plant
8The plant, and there is one more coming up, is ready to go live but the grid seems to have an excess of power because of moderation in demand coupled with large injections of renewable power

The consumable water required in the thermal power plants is of very high quantity.
8Moreover, power plant efficiency of the plant is directly affected by the efficiency with which steam is condensed and cooled.

A significant chunk of the gas consumption by power plants is through the LNG route
8As domestic gas supply shrinks, the dependence on LNG will go up
8The cost of LNG is very high at this juncture, and what is more, India pays among the highest landed price for LNG in the world
8If the government scrambles to use gas based power as peak load stations with higher injection of renwable power, it is coming in cheap

The pooled price mechanism and a finetuning of the domestic gas allocation matrix have changed the indigenous v.LNG usage pattern among key gas consumers in India
8These changing demand dynamics are to a very large extent dependent on government policies.
8And these policies are fickle
8There is hope that gas based power stations may get a new lease of life as they switch away from being base load stations, given the massive infusion of renewable power.
8Similarly, it is government-pushed investment in urea units which is creating demand for extra gas for fertilizers

Existing funding system in India will be incapable of installing 175 GW of renewable energy in the country by 2022.
8Long-term financing, which is imperative to meet the financial requirement of the sector, is poorly organized.
8For instance, the domestic bond market is at a very nascent stage and poorly crafted.
8There has been a tendency of investors to invest in low-risk and high-rating bonds, such as government bonds or AAA rating bonds, or other low-risk investment options and not in long term bonds
8The renewable industry has not been able to establish the creditworthiness of an independent bond issue so far.
8Further, the long-term finance available through insurance and pension funds constitute only a small fraction of the household financial savings in India.
8Other non-banking financing companies have too limited an ability to provide the required finance. For instance, in India, corporate bond markets have also not evolved, as long-term investors such as insurance and pension funds are kept out of these markets by rating thresholds.
8Also find out more how the structural issues of power sector, in general, contaminate the financing of renewable energy in the country.
8So what is the way out of this mismatch? Will this derail India's renewable energy drive? Are there are reasonable solutions at hand?

Heavy monsoonal rains have wrecked havoc with the gas based power stations in the North East of India
8A sudden fall in demand coupled with a big blast of generation from newly commissioned rain fed hydel plants meant emergency back down of gas based power units
8The gas units were ordered to work at the technical minimum
8But owners of these units are now saying it is better to take a reserve shutdown than to bring down PLF to precariously low levels
8The technical minimum prescribed by the CEA can cause equipment damage, it is claimed.
8There are other adverse spinoff too: if gas supply has to suddenly wind down, the gas supplier may have to shut backend gas wells.
8There is the threat a total shutdown in gas supply then or a long period of wait before the wells come back to full ouput
8Since there is no way this gas can be diverted in the North East to other demand centres, the consequences of frequent shutdown of gas plants can have a disastrous impact on an gas field.
