What are the latest landed LNG prices in India?
8Rich LNG that is supplied on long term contract from RasGas is still expensive, at $6.76/mmbtu, with the eventual price at the factory gate in India becoming quite high. The high gas price provides leg room for usage of liquid fuels
8An ELNG cargo from Equatorial Guinea was the last to arrive in Hazira at a landed price of $ 5.64/mmbtu
8In comparison, Australian cargoes are arriving at a lower price range at both Dahej and Hazira.
8The pertinent point is that the cargoes are coming in from high capital cost projects in Australia over a longer distance than from Qatar where RasGas is located.
8RasGas therefore has the advantage of both depreciated liquefaction and transportation cost with respect to India.
8The RasGas monopoly over India, and that too at a higher price, will eventually have to be broken up so that gas consumers in India are provided a level playing field.
8The pressure is neither on PLL nor on RasGas to negotiate down the price on account of high demand from controlled segments such as fertilizers and power.
8But when cheaper cargoes begin appearing in new LNG terminals, there will be no option left but to negotiate down the price.

The massive gas price differential between the US and India -- in terms of domestic price in the US and imported RLNG price at factory gate in India -- provides a sharp pointer to the comparative disadvantage that India suffers in the use gas as a feedstock in the industrial and power sector.
8The price in the US is determined by competitive forces. Therefore, residential gas, for example, is significantly more expensive than gas sold to the power projects.
8Ironically enough, commercial gas price is lower than residential gas in the US while the price of gas for industries is cheaper than the price of residential and commercial gas.
8The average domestic residential gas price (averaged over the last five months) is pegged at $ 8.95/mmbtu in the US. The commercial city gas price is $ 6.91/mmbtu in the US.
8The average price of gas used for industrial purposes in the US is $ 3.25 over the last five months, while in India it is at around $ 8-10/mmbtu.
8The price at which the power sector in the US is supplied gas is just $2.67/mmbtu whereas, even after a subsidy, the price is far higher for gas based power plants in India.
8The big advantage of the US market in relation to the Indian market is that it is not distorted by subsidies or state sponsored pricing.
8As a consequence the price differential patterns are different and at times are diametrically opposite of what they are in India.

A modeling exercise shows that Kerala's future energy consumption will shift away from petroleum products to electricity.
8The demand of electricity of the state by the year 2020 is estimated to be about 32500 MU and about 56% of this requirement will be met by electrical energy.
8The share of petroleum products will fall as a result to 42%
8The reason for this structural shift in consumption is mainly attributable to ease of conversion and convenience of using electrical energy and also on account of relatively lower electricity tariff prevailing in the state.

8The MNRE estimates that over 3000 MW of capacity installation are from turbines of around 500kW or below.

With regards  to tariff orders issued recently for utilities in Punjab and Uttar Pradesh, the actual tariff revisions allowed for FY2017 by State Electricity Regulatory Commissions (SERCs) in both the states were lower i.e. at 3.18% (for Uttar Pradesh) and (-)0.98% (for Punjab) for the year, as against the stipulated level (5%-6%) under MoUs signed for implementation of UDAY Scheme.
8The respective SERCs cited avoidance of tariff shock to the consumers as the primary reason for the modest tariff hikes.
8While tariff hike has been limited, unrecovered revenue gap remains quite large particularly for distribution utilities in Uttar Pradesh also with no clarity on amortization of the same by SERC.

The deleveraging and refinancing of state-owned discoms under UDAY is expected to improve their liquidity and profitability in the near future.

8The DPFC is a new FACTS device, with its structure being similar to the unified power flow controller (UPFC).
8But in the DPFC, the common DC-link between the shunt and series converters is eliminated and a three-phase series converter is divided to several single-phase series distributed converters through the line.

A report published by IEEFA in May,2015 questioned the feasibility of the proposed Cheyyur UMPP and recommended it to be shelved.
The reasons behind such a conclusion were:
8High tariffs that would be two to five times that of a typical power plant, creating an upward pressure on wholesale electricity rates; 
8Dependence on imported coal, counter to the government’s push to utilise more domestic coal;
8An improved power supply/demand scenario in the state of Tamil Nadu; and
8The fact that renewable power is now cheaper than the electricity the Cheyyur UMPP would produce.
8Land-acquisition delays as well as a court order related to irregularities in the environmental clearance process bars the award of the bid before a judgement in this case.
8Although some progress has been made in land acquisition, almost all the issues raised by IEEFA continues to persist, the report goes on to conclude.

The revised land acquisition guidelines states that the procurer will identify and acquire land that is “critical” to achieving the COD of the project. This land will then be leased to an Operating SPV.
8“Non-critical” land will be acquired by the winning bidder after the project is built.
8A major issue with this scheme, according to the EEIA, is that the procurer decides what land is “critical,” and the scheme lacks clarity on remedies in cases where acquired land is less than required.
8It is also doubtful on what happens if “non-critical” land cannot be acquired at all. This ambiguity, even after significant construction has occurred could create land-acquisition bottlenecks.
8Moreover, land costs can significantly rise as a project proceeds, and there are limitations on how much costs can be passed through to the procurer, which means the project developer may end up having to absorb higher land costs. This flaw undermines the concept of the “plug and play” model of development, and is questionable given that many infrastructure projects in India, UMPPs included, have been plagued by land acquisition issues.
8Social Impact Assessment and Environmental Impact Assessment requirements raise additional barriers to “non-critical” land acquisition.
8Industry players have expressed serious reservations about the proposed guidelines on account of these issues, the EEIA claims.

One clear impact of the delays in bidding for UMPPs is the required investment increase due to increase in cost of building these plants, according to the EEIA.
8The investment required for building a 4,000MW UMPP has been revised upwards by 35% from Rs 20,000cr (~US$3bn) to Rs27,000cr (~US$4bn).
8The reason cited for this increase was “a rise in prices of coal and land,” although coal prices increases in fact would not affect capital costs.
8After doubling of the coal tax on domestically mined as well as imported coal adding further to costs, n 2015/16, the government announced yet another doubling for 2016/17, increasing the tax to Rs400/t (US$5.90/t) from Rs200/t (US$2.90/t). IEEFA estimates that the increase will result in a Rs 0.15/kWh additional tariff requirement for imported coal.
8There may be more to come, a possibility that poses a very clear threat to coal-fired power plants and one that increases investors’ risk perception of coal-based power plants, leading them to demand more return on their investment to compensate for the higher risk.
8The coal cess increases and the investor risk they pose is yet another hurdle to the construction of Indian UMPPs.
8Indian domestic banks have been hurt in the recent past by problems associated with successive and rising Non Performing Advances (NPA)s.
8If the macro scenario deteriorates further, NPAs may increase to a massive 9.3% by March 2017, undermining the very stability of the Indian financial system and retarding sustainable growth.
8The power sector remains a root cause of these NPAs, with the RBI’s sectoral credit stress test indicating that a shock to the power sector would have the most significant impact on banking-sector profitability.
8Indian Power Producers are already highly leveraged. The average debt-to-equity ratio of six of the top publicly listed power sector companies has risen from 1.5x in 2010/11 to 2.7x in 2015/16 – an increase of 80%.
8The sharp drop in the stocks of Indian Power Producers indicates the difficulty of these companies to raise equity and highlights the market assessment of a failed investment program by the sector overall.
8The high amount of stress in the Indian banking sector will increase the difficulty for proposed UMPPs to raise debt financing, the EEIA concludes.

India’s Ministry of Power launched its ambitious Ultra Mega Power Project (UMPP) program in 2005/06, aimed to develop 16 thermal power plants with a capacity of 4,000 MW each and to deliver power at “competitive rates.” However, the program  achieved little success, the EEIA claims in its report.
8Only four UMPPs have been awarded to date, two of those four projects have been abandoned and the two operational ones are facing a host of problems, including cost overruns, unforeseen coal-supply troubles, litigation.
8Four additional proposed UMPPs were cancelled in June 2016.
8Despite recent major policy changes in India’s energy policy, the government has gone ahead with the bidding process for two more UMPPs – in Bhedabahal, Odisha and Cheyyur, Tamil Nadu.
8Guidelines mandated that ownership of the plant be transferred to the government after the concession period, a stipulation that kept potential bidders from getting financing.
8Another major issue with the bidding guidelines was a restriction that exposed the plants’ operator to fuel-price and exchange-rate risk.
8Continuous delays in bidding for UMPPs  have plagued the UMPPs at Bhedabahal, Odisha, and Cheyyur, Tamil Nadu, especially over the past two years.
8At the time of bid cancellation, in January 2015, it was reported that the bidding guidelines would be revised “in a couple of months,” but new guidelines were not offered until the end of 2015. In January 2016, the Power Minister was quoted in a media report that bidding for two or three UMPPs would be conducted by March 2016 and for two more by June 2016. Then again, in April 2016, it was reported that the standard bid document for domestic coal-based UMPPs would be submitted for Cabinet approval in early May 2016, while the standard bid document for imported coal-based UMPPs was still being finalized.
8Notably, the inability of the host states to procure land was one of the key reasons behind the scrapping of the four proposed UMPPs, the report claims.

8The study put the annual increase in demand for electricity at 7.1%. However, in 2015/16, generation increased  by 5.6%, year-on-year. As a result, coal inventories at Indian power plants more than doubled in the year up to January 2016.
8The rising coal inventories and lower-than-expected consumption of coal means there are few takers for greater volumes of CIL production, prompting the Coal Ministry to direct utilities to cease importing coal and use CIL’s coal instead.
8CIL’s production target by 2020 of 1 billion tonnes may lead to massive oversupply.
8IEEFA estimates that India’s coal-fired power plants in 2015/16 operated at a Plant Load Factor (PLF) of only 58.0% while still generating 97.6% of the official electricity generation target.
8Given these trends, IEEFA sees the average PLF of coal-fired power plants increasing to only ~65.2% by 2021/22, assuming no additional coal power plants are commissioned in the interim. 
8However, India has 65.0GW of coal-fired power capacity under various stages of construction, as per data compiled by Global Coal Plant Tracker. Whereas, Indian policymakers are looking to shut down 37.0 GW of coal-fired generating capacity from old, inefficient subcritical technology.
8Taking into account these shutdowns, and assuming the commissioning of the under-construction power generation capacity, the average PLF of coal-based power plants in India would fall to 56.7% by 2021/22, given projected energy demand. There is no need then,for the proposed UMPPs, for at least the next five years.
8CEA projects that India will have no energy deficit in 2016/17, with a peak surplus of 2.6% and an overall surplus of 1.1%, highlighting the current excess power generation capacity in India.

The well known Institute of Energy Economics and Financial Analysis has come out with a report that says that India should immediately suspend its development of new UMPPs. 
8The report, backed with adequate data and reasoning, has claimed that UMPPs are out of step with the times and with the most prudent aspects of the Modi government’s energy policies.
8They contradict initiatives to reduce dependence on coal-based power in general and imported coal in particular. India has surplus electricity-generation capacity, a fact that underscores the lack of need for new UMPPs, which are expensive investments hobbled by complexities and repeated program failures, the report says. 
8Various delays have already increased the cost of building these plants, which would effectively increase inflationary pressures on power rates, it argument goes. Recent revisions in UMPP bidding-process policies fall short of addressing key land-acquisition issues and do nothing to thwart the likelihood that consumers would bear the brunt of coal price and exchange-rate risk. 
8Given the existing pipeline of thermal power projects and less-than-expected-growth in electricity demand, new UMPPs like those proposed at Bhedabahal, Odisha and Cheyyur, Tamil Nadu, will likely become stranded assets. 
8Remarkable progress in renewable energy development across India—especially in solar—and steep declines in the cost of solar generation present a superior alternative to UMPPs.
8The Cheyyur UMPP project is a vivid case in point, hindered by litigation and land-acquisition issues, the report says. 
8It is a glaring example of a UMPP project that should be put on hold, the EEIA claims.
