How do you handle the new crisis emerging out of state utilities reneging to offtake power from high-tariff solar power plants.
8Until recently, a solar power developer faced the risk limited to payment behaviour, grid curtailment and merit order despatch of the concerned utilities. But now, with the discovery of low prices in each subsequent auction, and often under the pretext of public interest, discoms have started renegotiating the terms of the power purchase agreements (PPAs) including tariffs.
8These developments have created a certain degree of uncertainty, which should be avoided at this juncture as project installations have just started gathering pace and a tall target of achieving 175 GW by 2022 is to be met.
8What is the solution?

Solar projects can take up large pieces of land and it therefore makes sense to allocate land for them in uninhabited areas.
8The website carries here a social impact assessment of two solar projects in India where the human footprint in negligible.
8What can local communities gain out of such projects?
8Establishment of a Grievance Redressal Committee (GRC) in every project to ensure that the affected people’s grievances on both environmental and social concerns are adequately addressed, has now become essential.
8Another finding was to ensure employment of as many local people as possible during the construction phase of solar projects

What is the actual outlook for coal demand in India?
8Even as consumption falls elsewhere.
8Coal demand in fact is expected to fall everywhere else except in South East Asia, and, of course, in India
8The big appetite for coal in these areas means that global coal demand increases marginally till 2022 instead of coming down.
8Coal prices are likely to stay volatile as China's demand unpredictability and supply disruptions work through the system over the next five years.
8As far as India is concerned, outside the power sector, growth in thermal coal demand is centred in the industrial sector thanks to robust economic growth, as well as in coking coal, thanks to rising steel consumption, housing, railways and steel-intensive industries such as shipbuilding, defense and vehicle manufacturing.
8The US is likely to emerge as the swing supplier to the rest of the world

Nepal seems to be facing a crisis of confidence with its hydro electric power plans. The Chinese are not willing to help out and there is uncertainty over Indian demand.
8In some quarters there is an extreme amount of urgency to bring the proposed and long delayed large-scale projects on track (and eventually on line) before the Indian government follows through with its announcements to substantially increase its solar and nuclear power generation.
8There is an increasing feeling Katmandu that this would effectively erase Nepal’s ability to profit from the harvest of hydropower, and would dismiss the electricity-export-driven development model Nepalese have been working on for decades.
8There are other fears too

Does coal shortage lead to the gaming of the merit order dispatch system
8Utilities are saying, "yes".
8This is because a generator has multiple LTA contracts
8And there is no guarantee that he is not taking advantage of shortage situation to despatch coal against the contracts which give him higher rates.
8A proposal is afoot for a pro rata reduction now in case of a step down in generation due to coal shortage

Lifecycle greenhouse gas emissions are now increasingly used as a tool to fight the case against the use of gas.
8While gas is relatively cleaner fuel than coal, it is not clean enough to fight emissions, is the new argument.
8Fossil fuel technologies are way more carbon emitting than fossil fuel based fuels
8All renewable technology fuels are 1,000 g CO2eq/kWh lower than their fossil-fuelled counterparts (without CCS).
8Increasingly, this is going to be an important component of future conversations.

Worldwide, in 2020, large parts of the world will be able to produce renewable power at the cost of 2 to 3 US cents per kWh through solar cells placed in the deserts
8By about 2040,this cost to drop to less than 1 US cent per kWh.
8By this same year, it should also be possible to have floating wind turbines in the ocean produce electricity at a cost of 1 US cent per kwh
8The electricity to people will be brought in in the form of hydrogen.
8By means of electrolysis, the electricity and water will converted into hydrogen and oxygen.
8The world can then transport this hydrogen – compressed or liquefied– anywhere in the world, and store and use it whenever it wants.
8From hydrogen (electricity), carbon (biomass), oxygen (electricity) and nitrogen (air), the world can make all of  its chemical products in bulk.
8Moreover, with hydrogen and electricity we can also make all of our metals.
Read up more about how all of this is slowly but inexorably moving from fantasy to reality and how experimental projects have already taken off. Click on Reports for more Details
In our ongoing series on dramatic new way of making fertilizers, the website carries here a blueprint of how ammonia and urea is going to produced from extremely cheap renewable energy in hot spots such as India, Africa, Australia and the Middle East, where solar radiation levels are expected to be high and price of electricity really cheap.
8The cost of electricity can sink very low levels and this will help in the transition. Already solar power bids in Mexico fetched a price of a little over Rs 1/kwh.
8The cost of electrolysis of water to produce hydrogen and ammonia has been falling rapidly too
8And they will soon reach viable levels
8Large volumes of nitrogen is likely to be produced not just for use as fertilizers but as a means of storing energy and transporting it from cheaper locations to other parts of the world
8How quickly will this technology take roots? Click on Reports for more Details
Find out how all of world's metals and its petrochemicals and chemicals will be delivered by cheap renewable energy using new technology
8All of the fresh water supply will also come from renewable energy as also the water to supply agriculture and industrial units.
8Hydrogen driven or battery operated cars will work as producers and generators of power
8Self driven cars and ships will revolutionize transportation entirely. In the future the world will be driving, sailing and flying autonomously and electrically, using electric motors, batteries and hydrogen fuel cells.
8Power production will move away from less irradiation to higher irradiation areas around the world.
8The first steps towards this dramatic by inexorable change have already been taken.

Kiran Energy Solar Power Private Ltd was set up in the days when solar power projects were the flavor of the season and before prices went into precipitous decline.
8The company was promoted by two high powered professionals: Alan Rosling, former Executive Director of Tata Sons Ltd, and Mr. Ardeshir Contractor, former Managing
Director of KPMG India. They were backed by support from renowned PE players such as Bessemer Venture Partners, New Silk Route and Argonaut Ventures.
8One solar project was signed at Rs 11.89 per unit, another at Rs 9.34 per unit. Yet another at Rs 15 for the first 12 years of its life. Then again there is agreement at Rs 6.95 with a 2% escalation every year.
8The counterparties are apparently very strong and promoters can bank on their 25-year old PPAs
8But can they, when prices are today at new lows ? A recent auction in Mexico saw solar prices dip to a little over Rs 1/kwh.
8Nothing can be taken for granted in the solar sector any more and no distribution company, however strong, will take a loss beyond a point no matter how watertight the PPA is
8The shine on Kiran Energy has clearly worn off for now.

Higher carbon prices -- which are likely to kick in hard by 2025 --  are inevitable and eventually it is this which is going to bring about real changes on the ground.
8A lot of coal based power units will shut down and the rest will be retrofitted with Carbon Capture and Storage (CSS) facilities.
8To be able to transition to a low emission environment not just for the power sector but for all industrial segments, a template has been evolved, involving short term, medium term and long term goals.

Eliminating methane emission is the only way gas-based power or industries are going to survive in a low carbon environment.
8Methane emissions from oil and gas operations were estimated at 76 Mt in 2016.
875% reduction from current methane emission levels seems feasible if all available technologies were to be deployed
8The problem is that at lower gas prices, the level of possible emissions reductions globally with measures that have positive net present values would drop from 50% to 40%.
8That is not good enough.
8Targeted regulations, such as requiring uptake of specific technologies and implementation of specific practices and standards, in addition to reporting requirements, will be needed.
